In a groundbreaking move, the Telecom Regulatory Authority of India (TRAI) released a Consultation Paper on September 22, 2023, titled ‘Encouraging R&D in Telecom, Broadcasting, and IT (ICT) Sectors.’ This momentous initiative aims to pave the way for a robust ecosystem that nurtures Research and Development (R&D) in India’s ICT sector. It envisions a landscape where a talented cadre of R&D scientists and engineers collaborates with both government and private entities to innovate and create cutting-edge ICT products and services. The ultimate goal? To make India self-reliant and foster ICT exports, ushering in a new era of technological prosperity.
The importance of R&D cannot be overstated. It has been the driving force behind the transformation of our world, steering technological advancements, shaping economic systems, and enhancing the quality of life for people worldwide. It’s a global consensus that a nation’s R&D ecosystem is intricately linked to its economic growth and overall progress. India has been making remarkable strides in R&D and innovation, recently securing its place as the top-ranked economy in the “Central and Southern Asia” region and ranking 40th in the Global Innovation Index 2022. The country has seen a substantial increase in the generation of Intellectual Property Rights (IPRs) by its residents. This surge in innovation is attributed to the government’s initiatives such as “National Education Policy 2020,” “National Policy on Electronics 2019,” “National Digital Communications Policy 2018,” and flagship programs like “Make in India,” “Digital India,” and “Startup India.” Moreover, recent endeavors like “Atmanirbhar Bharat,” “Telecom Product-Linked Incentives (PLI) scheme,” and “Digital Communication Innovation Square” have further catalyzed India’s journey towards becoming an innovation powerhouse.
Despite India’s progress in R&D, there are areas in the existing ecosystem that demand improvement, drawing inspiration from international best practices. TRAI recognizes the need to identify and address policy and incentive-related issues to enhance R&D in the ICT sector, positioning India as a global leader. With a view to fulfilling its mandate under the TRAI Act 1997, the Authority has taken the initiative to consult with stakeholders on fostering the R&D ecosystem for the ICT sector in India.
TRAI’s Consultation Paper is the culmination of extensive online brainstorming sessions and inputs from academia and industry experts, including institutions like IIT Madras, IIT Kanpur, and IIT Hyderabad. It comprehensively analyzes critical issues within India’s R&D landscape under three focus areas: “Education & Training System,” “Science System,” and “Regulatory Framework.” The latter is further divided into “Policies and Programs” and “IPR Framework.” Emphasizing the need for a robust R&D ecosystem, the paper underscores the pivotal issues that require attention to make this vision a reality.
The world of Telecom, Broadcasting, and IT is undergoing rapid technological advancements and convergence. Emerging trends like 5G, 6G, Open-RAN, Internet of Things (IoT), AI and ML, Distributed Ledger Technology (DLT), Augmented Reality (AR), Virtual Reality (VR), Metaverse, Quantum Computing, Cloud Services, Edge Computing, Network Function Virtualization (NFV), Software Defined Networking (SDN), Over-The-Top (OTT) services, and Hybrid Set Top Box (STB) are transforming the industry. The Consultation Paper highlights the need for government-industry-academia collaboration, research commercialization, private investment encouragement, streamlined patent approval cycles, IPR protection, and IP-based financing to harness the full potential of India’s R&D and innovation endeavors in these areas.
In this Consultation Paper, TRAI delves into the R&D ecosystems of leading countries in the innovation space, including Israel, Republic of Korea, United States, Sweden, Japan, Switzerland, Germany, Denmark, and Finland. By studying international best practices in R&D, India aims to glean valuable insights and experiences as it endeavors to strengthen its R&D ecosystem, setting its sights on becoming a $5 trillion economy.
